The idiom is from Hanfeizi, an ancient Chinese text attributed to foundational political philosopher Han Fei. It originally refers to a man in the State of Zheng (once founded in Xinzheng, Henan) who can not buy shoes because he has blind faith in his measurements rather than trying on the shoes. It is used to describe someone who sticks to convention and ignores reality.
